The government has submitted a bill to the State Duma that simplifies the procedure for updating the area of buildings, structures, and the premises within them in the Unified State Register of Real Estate (EGRN). The initiative applies to properties registered prior to 2013 using the old methods of the Bureau of Technical Inventory (BTI). As noted in the explanatory memorandum to the draft, there is currently no legal provision for updating the parameters of such real estate, but in practice, “there is a need to bring the information contained in the Unified State Register of Real Estate (EGRN) into line with actual data.”

As Oleg Skufinsky, head of Rosreestr, explained, the bill stipulates that a technical plan from a cadastral engineer will suffice to make corrections, provided it matches the floor plan on file with the agency.

Rosreestr told Kommersant that the measure is aimed at reducing the administrative burden; it “will have a positive impact on the quality of EGRN data and will allow for changes to property areas without the need for reconstruction work.”
